Engineer Borjón has experience in the radio and television areas, radio spectrum and bilateral and international issues. He has served for over 15 years in public administration and was proposed by the President of the Republic to take over the role of Commissioner in the IFT, having been ratified by the Congress on September 10, 2013.

It has been known for his work on the development of public policies for the development of broadcasting, most notably his work in developing the Policy Transition to Digital Terrestrial Television in our country.

He also chaired the Plenipotentiary Conference of the International Telecommunication Union (ITU) in 2010 and was Chairman of the ITU 2010-2012.

He has a Master degree on Science in Industrial Systems by Brunel University, UK and the degree in Biomedical Engineering from the Universidad Iberoamericana, Mexico.
